Environment Ministry has new Panel of Scientists led by former ISRO Chief

A panel is launched to enhance the scientific capacity of the ministry of environment and the panel will have five scientists all over the country along with Mr. Kasturirangan. Environment minister Jairam Ramesh sets up the panel led by the former ISRO chief K. Kasturirangan.

The Indian Network for Climate Change Assessment (INCCA) has been launched by the minister. To boost up the research on climate change, this panel is set up. Steps are being recommended to strengthen the scientific foundation of the country. Apart from this, new scientific activities and technological decisions will all be part of the institutional re-design and restructure of the ministry.

With 127 research bodies, the INCCA would collaborate with
ISRO to build the country’s “monitoring, measuring and modelling” capabilities and to respond to climate change in an innovative way.

Mr. Jairam Ramesh informed that the Environment Ministry was established in the year 1980 by the then Prime Minister Mrs. Indira Gandhi. This was conceived as a scientific ministry but the ministry lost it focus over the science as the time passed. For this reason the panel is set up to promote the scientific research and development in the country. Environment minister Jairam Ramesh has been taking increasing control of the domestic climate agenda since assuming the post last year.

The expert group’s mandate is to analyse options in major carbon emission sectors such as steel, power, cement and agriculture, which cut across a number of ministries. The ministry also announced fellowships for 10 young scientists under the age of 35. The ministry has decided to start a fellowship programme in the forestry sciences and will start a national forestry knowledge forum. It is also setting up the National Bureau for Forest Germplasm to preserve forestry species in the country.
